Chief Chow Chow

One of the quarrelsome ministers of the Silver Islands whom the Scarecrow must keep at peace, with the Grand Chew Chew and General Mugwump.

First named in The Royal Book of Oz, ch. 8

His ministers, the Grand Chew Chew, the Chief Chow Chow, and General Mugwump, were no better, and keeping peace in the palace took all the Scarecrow's cleverness.
